This won't summon a spiritual Dragon.

This is too simplistic to actually work. Should you build a ritual and focus your intention before saying the chant, it might work as a way to set intention. However, the chant itself is too simplistic and vague. You do not specify what you wish to summon and it would leave the door open to any wandering spirit. You might be lucky and call on a dragon, but it is equally likely a baneful spirit hears you.
