Say before bed, go to sleep and when you wake up you will have a tail.

Say 2x 

Mermaids far and mermaids near,

Be able to teleport me to sea,

When I clutch my necklace and think about sea, 

I will have a a shimmering tail of (color) and the powers of 3 (powers x3)

If someone is interested in shifting they should look into shifting on the astral plane. Additionally, if someone is interested in mermaids they can work with mermaid spirits if they believe in such things. However, physically shifting into a mermaid won't happen.

You cannot become a mermaid.

As already stated you cannot physically become a mermaid. They physical plane [where we live] is limited by the law of nature. Humans cannot physically shapeshift, so no spell claiming it's possible will ever work. Look into astral projection or other non physical methods. Mermaids are seen by some as spirits like Dragons or faeries, you can work with these energies and incorporate them into your path. They aren't physically real beings however, and they won't grant you special mermaid powers.
