That depends on what you mean by energy weapons. If the goal is a weapon that fires magical energy and does physical damage, that's not possible on the physical plane. Real magic doesn't work like that.

On a spirit level, you can make energy weapons by 'programming' intent into a physical or spiritual object and using them that way. But as was stated above, if you're wanting an object to affect people with energy on a physical level - ain't gonna happen.
