very vaguely and strangely explained. I dont think it would work just by saying some words and saying activate.

This does not work. Firstly, the earths orbit causes seasons, so the spell would have to stop that. Secondly, the seasons are how our planet functions and without it, there goes our food. Thirdly, the amount of Magikal energy required to change weather, if possible, is quite large. This would be more than any one person could do. Lastly, it defies nature, which Real Magik cannot do as it is ruled by nature on the physical plane. Long story short, this will not work.
