Pour the water into the cup, and write the letter P on the shell with the crayon.

Chant this spell:
Mermaids, mermaids, hear my call, hear my plea. I want more than anything
To become one of you, with a tail the color of __________ and a bikini top the same
color. Please grant my wish, so mote it be!

Sprinkle a bit of salt on the shell and dunk the shell into the water.
Sprinkle more salt in the shell, and there should be a puddle of salt water
In the bottom. Drink it. You'll get your tail in two to four days.

Technically yes, just buy a fake tail and wear it, but I think what Tadashi is referring to [and this spell is claiming] is that you could physically transform into a mermaid with magick and be a real half fish half human which is completely impossible to do.
