This appears to be an edited version of a protection chant I've used for years. If you charge enough negative energy and focus your rage on your target, this could work, but I doubt the results the person claimed would be possible. Misfortune such as falling down some stairs, maybe, but you would need a powerful spell, or a group of witches, if you want to see those electrocution results. [unless this person kept getting static shocks]
