 Get the necklace and put in in the water.
 Then while its in the water chant by the power of sun let my jump in to other peoples dreams while im asleep so mote it be.

I highly doubt this specific spell works. You can enter others dreams, but it takes practice, astral projection, and control of lucid dreaming. Not to mention people have natural barriers to keep beings out of their dreams.
