It seems like it could be a self-psych-out for confidence on the nice to me, nothing really more than that.

As far as I know, there is no goddess of balance, especially in an Eastern context. Yin and Yang are concepts, terms used to describe. They're not necessarily embodiments of a deity or embodied by some specific one. Rather, the two ideas are used to describe aspects of everythign and everyone.

That alone speaks to the misunderstanding of the person who wrote the spell as some kind of prayer to the nebulous concept of some goddess.

It reads like a chant to ease nerves. If you're too tense while skating, you'll fall and probably hurt yourself worse than if you were relaxed. I doubt it works by shielding you from falling [you start to fall and then get magically stopped and your balance is restored] but if it helps calm you, use it.
