its not super natural stuff. theres nothing supernatural about it. we use magick but magick isn't like harry potter stuff. its about working with the energies of the earth, other may contradict me but this is my belief
This is just my opinion and not a proved fact:
What allows sub atomic particles to form atoms that form chemical compounds and so on? Magic(k) to put it simply is change. In the world we live in change is constant for all things. Why that happens?Well, the answer is similar to the question above, but I don't know the answer. What I do know is that change happens and sometimes in some cases we can control that change through certain means to achieve a goal. What allows me to do that however,I don't know.

In my personal opinion any one can do magic But most people do not have enough belief in there actions or the focus of drive to understand it so they discount everything as coincidental happenstance ...we on the other side of it study it and try to understand it so therefore we are more likely to witness it in action and actually substantiate our own belief in this way..but of course this is purely my opinion!

Well, you'd have to break down the different purposes we practice magic, then how we go about achieving our goals with magic. There will be differences between each practice and between practitioners themselves. I like to define casting a spell or doing a work as conducting the orchestra of energies at your disposal in such a manner that a desired symphony comes into being. One can work with spirits to many ends, soothsaying, manifestation, etc. How it works depends on how you work it, in the end. It would be far easier to define how it does not work. Hope this helped.
