You need to have ur animal with the animal print on it. Then say
"Mother nature listen to my wish
I wish to understand animals
I will keep my power a secret
So mote it be"
Then repeat three times

Will animals understand me
Most animals do understand you how else can do dogs,cats, and bird know when you say their names or tell them to do something
you train them. You can understand animals by observing them. [you can also improve your ability to train them by understanding what motivates them]
It not working
No spell can give you the ability to understand animals. We can however, study their behaviour and understand them through their actions. That takes time, rather than a spell.
