You don't need a spell to become Wiccan. Wicca is a religion, and the people who practice it are Wiccans. There are many branches to Wicca, and some do require you to join a coven, but if you want to be a Wiccan you have to believe in the teachings of that religion, and dedicate yourself to that path.

Neko is right, wicca is a religion so there for you can't use a spell to become wiccan.

Saying a sentence in any random language does not make you Wiccan. Wicca is a religion, you study the religion and call yourself a Wiccan. After a year and a day ritual in which you devote yourself to serious study of the craft, you may be initiated into a coven and/or dedicate yourself to the Lord and Lady. These dedication/initiation rituals are longer than saying ''I'm Wiccan now'' in any language of your choosing. Once you are Wiccan, this does not mean you have any special Magikcal abilities. It simply means you follow the Wiccan religion which includes The Wiccan Rede and The Threefold Law.
