Make a ki ball but make the ki go over your hand like a glove. Now get angry and see the ki turn redish orangeish. Then touch the person you want dead.

No. You can't touch someone and they drop dead. You could use your energy to curse the person by touching them, but they won't instantly die [personally, I don't think you can kill someone this easily since death spells require a lot more energy than a regular hex]

This sounds like they were trying to make a spell that makes the the scp_known as the plague doctor
