So you can be outside, or inside personally outside is better as you have more space and can sense more energy around you and have a clear view of the sky.

You need to look at the sky, when you feel dizzy from looking at the sky concentrate and stay focused close your eyes feel the energy around you and control it (it may hurt or feel wired at first but carry on). when you feel you have a grasp of it open your eyes and look directly at the sky and say (shouting is not nessesary) ' Tempestatis procella magna voco'.

The spell is done within a few hours give or take how much energy you use will depend on how long it lasts.
