To change the weather to sunny chant: 

Notum vobis esse nisi solis amotum.

To reverse it chant: 

Nubibus ante solis apparet ut iam non.

To create a thunderstorm and a lot of wind chant: 

Fugiens ad caelum undique Fulmen hoc metu ut nunc persequi diligentiaque.

To reverse the storm chant: 

Quae fulgoribus, quae portentis et vocavi ergo te, ut rogare te ut custodiant viam Domini, et Iterum evanescet.

This is hilarious. you can't control the weather by saying some words, also physical vampires aren't real [even psi vampires are just humans who tap into energy] you're human. this is 100% fake on all levels.
