Um, is it possible to ask for amounts of each item? Like how much basil and pepper is needed? Does that matter?

I do not think it matters.

Does it have to be fresh basil?

This won't make your hair silky/wavy/pretty. You can take a hair tie, charge it with energy, and wear it as a charm to attract what you desire [luck, love, wealth, even beauty I suppose] hold it in your hands, let the energy pool in the hair tie, and visualize what you want to happen.

This spell will not work. I suggest taking care of your hair if you want it to be silky, wavy or pretty.
