Altars a very personal tool in spirituality. There is no set way to have an altar laid out unless you follow a specific tradition that has a certain altar set up. This means how a person sets one up is going to vary greatly based on personal beliefs. However, since you are wanting to do this in a manner of dealing with the elements, you would most likely go by correspondences. North-Earth, East-Air, South-Fire, West-Water and Center-Spirit. How you do it from there depends on the goddesses you have picked out and how you plan to represent them. Are you using candles, pictures, statues or associated items? Is it going to be more of a working altar too where you will have present other altar items that are common like a chalice, athame, cauldron, incense and etc? All these things will greatly effect the set up. Try googling imagines of altars and see how others have them designed. That is really going to give you your best ideas on what to do. In the end, it is really whatever you feel works best.
