If it is just ceremonial items user does not have, some of those items are for religious purpose or can be substituted. Magic for me is like cooking. You can leave out certain things or substitute certain tools but it is cass by case. For instance: You can not bake a cake without flour but you can beat the batter with a fork if you do not have a whisk.

Kind of a complicated question, items are added to spells for a few reasons and each item holds energy to help the spell. You can cast spells using only your intent but it can be more challenging as you are relying completely on your own energy raised and not the energy from the objects in the spell. The items can also be substituted, but study before doing as the items were chosen for a reason.
Use this time to gain knowledge, learn and grow. Then when you get your own place you can start working with tools and supplies, having already educated yourself. Magic should not be rushed. There is time.
