"Belief really has nothing to do with it. It is more due to the amount of energy that can be raised and the intent that can be properly attached to it. Belief is honestly unnecessary to do magic, though it can help. People can do magic without believing in magic. For instance, prayer is not considered a form of magic by Christians generally, however it could be if while praying one sent the energy into it. Now you'll say that they believed it would work none-the-less, and therefore belief is still key. However, take this example: A scary ghost story is told. Everyone subconsciously is focused on the ghost and the wish to be scared. It is possible for them to make a servitor (accidently) who's purpose is to scare the pants off them. So belief in magic really isn't what limits us, rather it is our energy needs that limit us.
