How long will it take and any advice
I don't think it works I may have done it wrong magic is natural energy and you can't change your physical appearance but it is possible anything is really
those are opposing statements [this can't happen but anythings possible?] saying a chant won't give you ''Dragon powers'' you are human, Dragons are astral beings, this spell contradicts nature, magick doesn't contradict nature, it has natural limitations, it doesn't work. try working with Dragons if you wish, or [depending on what you see as ''powers''] do more energy work.
I can see this as a mantra or chant a person could use for inspiration or to build confidence, sort of like a call for a blessing or spiritual protection.
