Bad title but I couldn't think of a better one. I usually collect my bloody tissues for the purpose of spell casting.

Does anyone know if it's safe to burn the bloody tissue with a candle when it comes to casting a heightened ability/luck ritual?

So long as you observe all typical fire safety protocol: done outdoors or a well ventilated room, fire extinguishing mechanism nearby and ready to use, avoid inhaling the fumes, and performed over a non-flammable surface; there's no reason you couldn't use the tissues for blood magic.
