Magic Blocks?

Hey Y'all I just had a quick question, have you ever experienced magic blocks? What I mean by 'magic block' is where no matter how hard you try you can't even create a Psi ball (Ball of energy also known as a Chi ball) Can you let me know in the comments if you A) have experienced this and B) what caused it?

While you're in the General Info sub-section read through all of the pinned posts. Understand what is, and is not possible with magic. Including "aerokinesis".
