That depends on your application and what it's for. If you're applying to a group on here, most should have a list of application questions on their group page. Those need answered and then mailed to the respective group leader(s). If it's an application to take over a group, you need to mail the site admin directly and explain your qualifications and why you want to lead and/or feel that you would be a good leader for that group.
