Frozen [based on The Snow Queen] is a faerie tale for one, fiction, magick is nature, it works in reality, which is what this is. Furthermore, Elsa was born with these powers so even by the logic of their universe you have to be born with these powers.
Understand what magick is and is not, how it works, meditate, energy work, chakras, circle casting, basically a lot of study. True, belief helps, why cast a spell you doubt, but real magick isn't instant, you need to work for it. Spells effect the energy around us to make it easier to achieve our goal.
