You don't always have to be outside to cast a spell. Usually I cast inside, all that matters is if the moon phase is right (if you use moon phase). I heard that weather does effect your spell castings. I don't exactly know if it's true though. I heard that lightning empowers your spell. Most people work with nature, not against it.
