You don't necessarily have to be in a quiet environment to astral project. How you project is more along the lines if what type of projection you'd like to do. Some methods to project can very well be done while physically out and about doing things. In other cases one can use various musics that helps one to project; such as drum beats. Both are examples that are not geared to a quiet place.
While I agree that meditation can be very useful, particularly when it comes to being able to relax the body and quieten the senses, it is not necessary. That is, you don't *have* to do it. There aren't really any particularly requirements as such, but things such as meditation can make it a lot easier. I suggest maybe getting a book or two on Astral Projection; learn about it, it's history, various things associated with it, possible explanations for various phenomenon when in astral projection, and then finally, learning how to try and practice projection.
