Say them as though you are intent on being heard. Do not yell, but be confident in your words. You are essentially asking a higher power or your higher self to work energies in your direction, therefore, a whisper would be ineffective. Be assertive, make yourself heard (but don't yell).

Some spells don't require speaking out loud, but rather thinking it to yourself. However, if the spell calls for speaking or chanting, the best way to focus on your intent is to meditate first. (from my own personal experience) Get every random thought out of your head so you can really give the spell the power to work.
Say the words as many times until you feel that you are content with the energy given to the spell. Once you have finished the spell, give it time to take effect. If it doesn't work, try and try again. You can only get better with experience.

the best advice i can give you is concentrate. my coven rarely do spells for our self, normally a friend has a problem, so we all cast, and it normally involves a chant. build your energy the best way you know, personally i meditate, i feel and visualize a white light surrounding me, energy entering my body, then i visualize the result, for luck, it would be how the luck would benefit my friend, then when we are all ready, we either hold the item [if it's a charm we're giving the person] or touch the person or point our athame's at them and chant a few times, letting the energy enter or go to the person. once done, though, make sure to ground the left over energy.
