Weather spells are a grey area in magick, if they do work you're moving weather patterns and not creating a single snow cloud in your area, so you would be effecting more than just yourself if they do work. You also need to consider nature, if you live in an area that doesn't get snow [or it's summer] the spell would result in rain should it work. Also, weather spells require a lot of energy, so if they do work, they likely require a group of witches working together. I would think before casting a weather spell since it does effect a lot more than your small area.

Some countries does not snow. So I don’t think it will work on them.

There is no energy behind these words, I highly doubt it works. Check the forecast to ensure snow was not already predicted for your area.
