Get someones blood and put somewhere safe and visible then chant "The blood I hold is of one cut deep give me control of all his bloods heat.Light his blood when i command and make him woozy when i demand this is my will so mote it be."

Then anytime you have his blood you should be able to imagine what you want it to do and if your strong enough it will happen.

I too enjoy Avatar: The Last Airbender, unfortunately ''bending'' is not something that exists in reality. Look up the actual martial arts they are based on if you wish. As for ''vampire blood bending'' that does not exist either, and will never happen. You can work with blood to personalize a spell as well as give it more energy, however, holding a cup of blood and saying ''now you feel ill'' does not work.
