Does it really work. I mean if I use a baby blue candle and light the candle and picture and say the words will I instantly physically transform into a baby? How long would I be a baby for?
No. Magic can't turn you into a baby on the physical plane. As many others here will tell you, magic can't transform you on the physical plane in general. This is because magic works with the energies of nature and doesn't defy the laws of physics as we know them. Real magic on this plane is nothing like the magic depicted in fiction. Astral and mental shifting are a thing though, so you could try looking into that. The closest thing you'll get to a physical transformation is a glamour, but that doesn't really change you. It just makes people perceive you differently somehow. I'm not all that sure about the mechanics of that yet.
When looking through the spells here or anywhere else, ask yourself if what they claim to do is physically possible. If the answer is no, then it's likely that the spell won't work on the physical plane. You could try them yourself if you wish, but from what I understand, if a spell can't do something, the energy has nowhere to go and hangs about for a bit, which can cause problems.
Understood, so if my friend where to look at this spell and get a blue baby candle and baby picture of himself and a rattle and he chants the words nothing isn't going to happen he will of have wasted his time correct. Just because you believe in magic doesn't mean that things such as that will work. As an example, you can work a spell to turn you into a car and sit in the garage all night thinking you are a car, but come morning you are not an automobile.

Magic will not defy the laws of physics and our world. There is no spell, ritual, or anything else he can do to turn himself into a baby.
Maybe he should consider why he wants to so badly in the first place. Whatever he thinks he could gain from restarting life may not be too late to pursue as an adult. It may be more difficult, sure, but it is never too late to try something new or change direction in life. And choosing to do so offers him a lot more than wasting more of his present time trying to start over.
You have been told over and over that the spell doesn't work by many different people. If this guy keeps bugging you about it, then tell him to go try and see what happens. Maybe when he sees that there is no change he will finally stop bothering you about it. In the meantime, it does no good to keep asking over and over "It won't work, right?"
As for the eye color spell, those don't work either. You cannot change the actual color of your eyes with magic. Mostly people just think it will work so they convince themselves it has worked when it actually has not.
