No, you would still have to do all of the work required to build a house without any magic at all. You could work in magic during the construction for any number of persons, such as keeping those who live their safe.
If you mean; wave your arms around and chant like merlin in 'the sword in the stone' (a good movie, to be sure) and watch tools and planks animate and construct a house for you... then no.
Now, if you mean to build a home that is magical in nature or otherwise infused/friendly and abundant in spiritual high-vibration energy, then yes you could I suppose. Though it would present some challenges to work around.
You could make a ritual and blessing become a part of every stage of the construction process, and (construction members willing) inscribe runes and symbols in the construction materials in appropriate places to make the home a place of personal power.
For example, before breaking ground do a bonfire rite on the land during a sacred day to give thanks and bless the grounds. Introduce a large crystal layout/grid into the foundations as they are poured. Design the overall building layout through a combination of Feng-shui and sacred geometry. Lay a blessing to each of the elemental corners and inscribe the wooden supports of each cardinal direction with runes or sigils associated with the watchers of the elemental gates. Integrate a symbol or invocation of guardianship over every threshold. And anything else you resonate with in your practice. Then finally performing a full blessing and empowerment of the entire home on the first full moon after construction has completed. Or perhaps timed to the summer solstice.
It would be somewhatcomplex, probably expensive, and would likely require the help of a few experienced advisors and assistants to get it all planned out. ...But I also imagine the end result could be pretty neat indeed.
