I don't think there is a "best" guide, because of how vast magick is and you should pull from many sources. My first book was Wicca for Life by Raymond Buckland, one friend's first book was Wicca: A Guide for the Solitary Practitioner by Scott Cunningham, anothers was The Witches Bible by Stuart and Janter Farrar and a third friends first guide was Bucklands Complete Book of Witchcraft by Raymond Buckland. We then traded these books amongst ourselves as well as other guides. I would probably recommend Bucklands Complete Book of Witchcraft as it doubles and a workbook, but even then it depends on your path and what you're interested in [most of my friends, myself included, started with Wicca] I would also suggest looking up people on YouTube, listening to podcasts, finding blogs, and reading articles online, such as SoM. How new are you, and what are you interested in [and if the answer is "everything" narrow it down to what you're most interested in and start from there]

The books that Nekoshema recommended are pretty good resources if you are talking about Wicca rather than about traditional Witchcraft.

If you aren't clear on the difference between Wicca and Traditional Witchcraft here is a fairly simple way to differentiate them. All Wiccans are Witches, but not all Witches are Wiccan.

Wicca is a specific religion with specific beliefs and practices. (You can read more about it in the Wicca Forum here). Wiccans do practice magic so to that extent they are Witches. But the core of Wicca is religion, not casting spells or doing magic.

Witchcraft is a form of magical practice which does not have any specific religious significance. A Witch can follow any religion. So there are Christian Witches, Jewish Witches, Buddhist Witches, etc. Or they can easily be atheist Witches as well.
