The reason why I’m asking this question is, I want to know if Nordic Runes can be used for soul charging and energizing wands.

Runes can be used for many things. They can be used in divination, in writing, they can be used in spell work, they can be used in nidstangs, they can be used as numbers.

As for what you want to use runes for the terminology you use is not anything I am familiar with. Perhaps if you try to be more specific.

Um, what I want to do is power up a wand that has the Nordic Rune for “J” and the Nordic Rune for “D”

And both Nordic Runes are carved into the wand, that’s what I mean by the wand has them

I call the wand a Temporal wand, because it has the Nordic Rune Jara and Dagaz

The short answer is yes.

The long answer is that the runes themselves are thought to have power in and of themselves because of their origin in the depths of the Well of Urd. I'll spare you the even longer mythology lesson but carving runes into wood to manifest your intentions is literally what they were made for; the Norns have been doing it for ages.
