Um, what I want to do is power up a wand that has the Nordic Rune for “J” and the Nordic Rune for “D”

And both Nordic Runes are carved into the wand, that’s what I mean by the wand has them

I call the wand a Temporal wand, because it has the Nordic Rune Jara and Dagaz

The short answer is yes.

The long answer is that the runes themselves are thought to have power in and of themselves because of their origin in the depths of the Well of Urd. I'll spare you the even longer mythology lesson but carving runes into wood to manifest your intentions is literally what they were made for; the Norns have been doing it for ages.

The second part of your question, as to whether the runes can be used for soul charging is not applicable to the proto-Germanic faith and the Norse faith prior to Christianization. There was no concept of soul until it was introduced from Christianity. The runes will not be useful in their traditional sense in such a manner.

Then the case is closed. I guess I’ll have to find an alternative way to make a magical power source. Without the use of Nordic Runes. But I thank you kindly for your help. And I hope I was precise with the questions I asked.
