Inactive Covens

So, there are inactive covens, and it gave me the option to apply to take over one of the inactive covens. I decided to apply for "Practical Witches". Then it says "You already have a coven application. You may only apply once. You cannot apply." What does this mean, exactly?

maybe you have applied for some other coven.... resign from them if you did and then try to apply but this is not new, this problem happen a few months ago as well

But the coven "Practical Witches" is empty...
