The answer is clearly documented on the GROUPS page of the website, hun. It says, "No new covens may be created.".

No, you can't. There is no way to make a coven. It's long since been disabled.

Actually it doesn't stink, there are a lot of covens already on this site, once you reach a minimum of 3 months on this site, you will be able to "apply" to take over an inactive coven, Pet, will then watch your activity. He will determine who becomes the Priest/ess but activity, knowledge, and maturity around the site.

He doesn't want an over flow of covens on this site.
