So, the way I see it, you are trying to create a Coven with only intelligent, mature people in it? In my opinnion, that is how every Coven should be, but we all know that is certainly not the case.
Such a Coven sounds wonderful.

I truthfully believe that mermaids only exist in the AZ (astral zone) and it is a waste of time for you to look for a spell, however controlling water (Hydrokinesis) is real and many people can do it.
