If you're talking about taking over one of the currently inactive covens then you need to follow the procedure listed on the Groups page and apply to the site owner for permission to do so. But unless you've been a regular on the site for some time and have shown yourself to be a regular contributer of knowledgeable material it's unlikely your application will be approved.
