The world Pagan is anyone that practices a religion other than Christianity, Judaism, or Islam. Pagans worship nature and usually follow ancient religions from Europe, the Middle East, Ancient Egypt, and Native American cultures. Most are polytheistic and others are monotheistic. While there is no set god or goddess, most worship some form of deity.
Wicca is a nature-based Pagan religion. It has its roots in the ancient Paganism and Shamanism. It is a religion built around the worship of nature, its aspects, and its deities. There are two deities in the Wiccan religion, the God and the Goddess. Some simply refer to them as the God and the Goddess, others worship a specific Goddess such as Isis and a specific God such as Osiris, and still others believe in a specific deity for every aspect of life be that love, protection, nature, etc.
Atheists have no belief in gods or a higher spiritual power.
Using those definitions, a Wiccan or a Pagan can't be an atheists.
