You have to apply to take them over. To apply, go almost to the bottom of the groups page and then you can apply to take over 1 of those covens. But remember, you have to be on the site for a while and you only get to apply once so make it count.
Aside from what Raincaller has already told you, you need to be a member of the site for a minimum of three months. You also need to have added a fair amount of knowledgeable posts, spells, etc to the site.
However, if you meet all of the above mentioned requirements, that doesn't mean that you will be placed as leader of the coven to which you've applied for leadership. The site administrator goes over all of the application and then determines which applicant is best suited or best qualified for the position.

You can join one at anytime, just go to the groups tab and look through all the covens. If one calls to you, make sure it's active and read everything and then apply to join. It usually takes a few days or so depending on how often the Priest or Priestess is on. I hope I helped (:

@ kylekat you can join any coven starting from day one. each coven deals with different things and has different requirements. some you just click 'join' others you need a picture, a bio, and you have to fill out a questionnaire to be approved or denied.
@Fairyprince it's been stated already how, but you'll have to wait a while after putting your name in. i requested to become the leader of an inactive coven over a month ago, so just be patient. i think only Pet, or admin can choose, so it'll be a while. if you want to join a coven to teach, join Spellcaster, they automatically put you in their council so you can add spells and articles.
Neko, I thought you couldn't already be in a coven to apply for leadership? Says you are in Spell Casters still, don't you have to leave it before Pet can make you the leader of another coven? Just curious, not sure how all of this works.
