Because, nails and hair could be used by another to harm.
I do have some tips to keep nails strong and long, that is by rubbing garlic on the nails or by putting garlic in clear nail polish, soaking the nails in milk, eating food with Vitamin E or taking the supplement, Eating foods with Calcium or taking the supplement, when washing dishes or cleaning wear gloves, and always keep the nails hydrated by applying some type of lotion or oil.

My personal view is Modesty. I have gone through old Gypsy readings and found that it was done to show modesty.

Some Roma consider the part of a woman's body below the waist to be dirty because it is associated with menstruation. In many tribes, women wear long skirts, the bottoms of which must not touch a man other than her husband. In some tribes the women are considered so impure that they are not allowed to wash there clothes with their husbands or any other male.
