I have some questions do we have to be outside to do this

It is best to do weather spells outside to better connect with the natural world. If you do this indoors, it will not result in wind gusting around your room, but it is possible for the wind outside your house to rattle the windows if shut.

As outlined, this spell is fake and does not work. You cannot shoot wind at your enemies.
