Go outside, and say three times: "I call the wind, I call it to spin. Wind blow, I call you to flow."

Do this while visualizing the wind speeding up and rising in power.

Glad you added that. Are you able to edit it?

This might take time, but if you have a connection to the air element, you might be able to manipulate the weather to cause the wind to speed or slow. I doubt this could do larger things like stop a hurricane, but dampening a windy day is plausible.
