She is Thor's step-mother, some accounts say she may be his half sister as well (that particular one I don't trust). As for Loki she is no real relation to him. Loki is Odin's blood brother and of the Jotun race, he is an honorary Asgardian.
No, in fact Thor and Loki are not brothers at all. Loki is not the son of Odin, he is the blood brother of Odin and in ancient heathen times both Loki and Odin were revered with the same amount of respect.
Loki and Thor were good friends though, and were travel companions throughout the nine worlds, but if anything Loki is Thor's uncle.
