Only a moderator possess the ability to gag members.

If someone is harassing you through the mail system, here's what to do:

Save the mails you received in your inbox. Contact the site admin, Petrarca. He will handle the situation from there. Here is his profile:

If someone is breaking rules in the chatter, or something similar, you can try to report them to a moderator who is online at the time.
