how do you become council

im new and i want to know how you become part of the council

Since you are in the Spellcaster's Coven you are already on the Council for the coven. You can only be on the Council of the Coven that you belong to. Spellcaster's makes every member of the Coven a member of the Council as well. In other Coven's the HP and HPS promote to Council those that they feel deserve it.
