I don't think there's an innate reason to compare them. While the communities and practices tend to overlap at times, they're still wholly separate entities. Not every pagan is even inclined to use magic as many of these articles seem to feel compelled to insinuate. Not only these articles but just in general, within the occult community, inherently religious or non-magic traditions are given magical application. For example I've seen berserkergang listed as a magical practice, when it tends to be psychological and devotional. While yes, with an understanding of how magic works, magic likely does influence the result of any religious ritual, even if there's no intention to incorporate magics, but it's usually mentioned in a way to lump pagans and witches into one group, which I find a bit odd. Why not lump the Christians doing communion in the same way, or the Muslims doing Salah? The comparison seems to be exclusive to pagans, in some strange attempt to keep paganism and witchcraft in one category. I tend to agree with the Author's last line here in the article, they've always been separate.
