Go to the lake or river and place your hands upon it and see your dragon then incantation: "King of water, I pray to thee. Give me your servant as my own. I have given you my power. Now give me yours. So mote it be".

You can work with water Dragons, you cannot have one as a pet to order around.

You cannot get a dragon as a pet. This does not work, but if it did, casting a spell to enslave a dragon is incredibly insulting and could offend the dragon you are calling on resulting in the dragon attacking you. Not physically attacking, but energetically; on a spiritual level.
